Мой чип где то очень долго был в пути целых 2 месяца я уже и не надеялся на то что он придет но сегодня я его обнаружил во своем почтовом ящике я очень этому рад буду надеяться на то что он пропишеться с моим ключом по позже поеду к мастеру если все пройдет удачно я буду очень этому рад! позже дополню.

Yes, they are working as intended. Attention for those buying it for car keys - especially VAG models: Please be aware that it might be needed to prepare the RFIDs before thy can be used in a new car key with a special tool (e.g. Xhorse). For example to use in Volkswagen Golf 5, the RFIDs need to be prepared as VW 48-TP23. Other VAG models for Seat 48-TP22, for Skoda 48-TP24 and for Audi 48-TP25. With that preparation the naked or new 48-bit RFID also called transponder get a suitable number stored on the RFID's chip. As far as I know without that suitable preparation step any naked / fresh RFIDs can't be programmed for a new car key.
